This steering wheel? I don't see a access hole in the steering wheel to fit over the column bolt. So how does it fit? bt

I believe that whole 3 spoke horn center section comes off, then like any other wheel.

screws on the back side of spokes

I found a oem Pontiac steering wheel period correct for a 70 LeMans & Goat. The only gotcha was how to pass electric current from the steering column to the steering wheel horn buttons. Pontiac used a coil spring between the steering column and commutator ring on the back of the steering wheel to solve this problem. The commutator ring connects to the three horn buttons. A piece of cake! bt
