for some reason as soon as the weather gets cold around 40 degrees, my steering wheel locks up for a minute and then its ok. no loose belts. any idea what this could be?

How's the fluid level in the PS pump? If ok, the pump may be on its way out.

Bowties are for Pee-wee Herman. "Chevy": even the name sounds cheap, but not as cheap as your Pontiac will be with an LS transplant.

the level is good. I saw somewhere that the pressure valve on the pump might need to come out and be cleaned.

Yeah some of them start to get sticky when cold. When was the last time the fluid was flushed/changed? If not, I'd try that first.
